A sharp drop in U.S. consumer confidence and fears over a slowing economic recovery because of European debt led the Dow Jones Industrial Average to fall 2.4% Tuesday to below 10,000 points and the Standard & Poor's 500 index to decline across all sectors by an average of 2.7%. As investors sought out safer assets, the yield on 10-year Treasury notes fell below 3% for the first time in a year.
