A full month has passed since the eurozone put in place a standby mechanism for giving Greece the biggest financial bailout in history and the global markets still fear potential default in the region. The bond markets remain open to all eurozone countries except Greece, but Europe's interbank lending market remains frozen. European Central Bank Governing Council member Axel Weber called the markets' skepticism "incomprehensible."
