Although nonresidential construction spending grew slightly in April, a revision of March numbers means that little upward progress has been made, writes Jim Haughey. And, while stimulus spending is helping the construction sector, budget shortfalls in cities and states is creating a drag, he notes. Haughey also forecasts a 3% to 5% drop in developer-financed construction until the fall.
