The Thomson Reuters/PayNet Small Business Lending Index rose to 78.4 in April, a 12% increase compared with the same month last year. The index measures the overall volume of financing to small businesses. Despite the increase, the index remained 20% below its January 2005 level. "We're just not seeing the aggressive expansion in the small business economy that we really need to see to get job growth going," said PayNet President Bill Phelan.
