Senate liberals are threatening to reject energy legislation that does not contain provisions to cap carbon emissions. "The foundation of any serious comprehensive energy bill is placing a price on carbon pollution so the polluters can't keep doing it for free," said Sen. Sheldon Whitehouse, D-R.I. Meanwhile, Senate Majority Leader Harry Reid, D-Nev., on Thursday declined to say whether he wants emission curbs in an energy bill.
