Vice President Joe Biden was on hand Monday for a ceremony celebrating construction of an advanced battery-manufacturing facility in Midland, Mich., expected to create hundreds of jobs. The $600 million Dow Kokam plant should be completed in several years to make lithium-ion battery packs for tens of thousands of hybrid and electric vehicles annually. The project received a Department of Energy grant of $161 million to go toward construction as wells as a tax incentive of $180 million from the state. When completed, it is expected to create up to 800 jobs.
