A measure that would provide scholarships -- also known as vouchers -- for disadvantaged New Jersey students at failing schools to attend private schools has stalled in the state legislature. About 20,000 students would receive between $6,000 and $9,000 under the proposed program. Opposition from some Democratic lawmakers, the New Jersey Education Association and the New Jersey School Boards Association has delayed voting on the bill.
