With scientists saying there's a one-in-three chance that the Oregon coast will be struck by a mega-earthquake in the next half-century, local officials want their $4 million headquarters -- the first "vertical evacuation site" in the U.S. -- to be able to double as a post-catastrophe emergency control center.
