About 10% of English language learners in New York City schools are classified as students with interrupted formal education, or SIFE, according to a report from Advocates for Children of New York. The designation means the students entered school in the U.S. after second grade, have attended school for at least two fewer years than their peers and may not be able to read or write in their native language. The report suggested city schools gather more data and work to improve education programs and policies for ELL students with the designation.
