Sen. Richard Lugar, R-Ind., rejected an idea suggested by White House Chief of Staff Rahm Emanuel to restrict greenhouse-gas caps to utilities. "No. I said no cap-and-trade," said Lugar, who this month floated an energy bill without carbon caps. President Barack Obama will likely discuss the utilities-focused approach when he meets with a bipartisan group of senators Wednesday, Emanuel said.
