U.S. states will receive $250 million in grants over five years under a White House plan aimed at improving the ability of state regulators to review "unreasonable" insurance premium proposals, according to HHS Secretary Kathleen Sebelius. The White House moved ahead with the plan despite opposition from UnitedHealth, WellPoint and other insurers, which said it would drive health plans out of some markets and affect their competitiveness.
