A report from the Food Research and Action Center shows that many states and cities have cut funding for summer meal programs for children, even as the need for such programs has risen. Only 16% of students who ate free or reduced-cost lunches during the school year were fed during the summer in 2009, the report found, with California, Louisiana and South Carolina among the states that faced the biggest losses in participation.
