Los Angeles' Department of Water and Power should be split into two separate agencies, writes Mark Gold, president of Heal the Bay. He explains that two agencies are currently responsible for water management, which makes it difficult to coordinate infrastructure projects and have integrated watershed management. L.A. recycles only about 1% of its water, compared with 20% or more in other nearby cities. "Few issues are as important to the well-being of our region as water... the city deserves better than the efforts of the DWP," writes Gold.
