Joe Barton and Michael Burgess, both Republicans from Texas, said the FDA has been "severely hampered" by the Chinese government's failure to cooperate in determining those responsible for contaminated heparin that was shipped to the U.S. in 2007 and 2008. A spokeswoman for China's State Food and Drug Administration denied the accusation, saying the agency "did a very thorough investigation, including very detailed inspection and testing, and surveys of enterprises as well."
