Dow Chemical has reached an agreement with Japanese trading firm Mitsui to build a plant in Texas that will manufacture chemicals needed for vinyl products. The facility will be built at Dow's Freeport site and will be able to churn out 800,000 metric tons of chlorine and 880,000 tons of caustic soda upon operation in 2013, a Dow spokeswoman said. The move reflects Dow's strategy of entering partnerships to reduce costs while keeping its own supplies of raw materials.
