Disappointing data have led some economists to lower their forecasts for U.S. economic growth. An NFIB survey shows that small businesses haven't been net hirers since January 2008 and that owners' biggest stumbling block is lower sales. "You're not going to hire a new employee unless you believe his or her productivity will eventually pay for itself in higher sales," said NFIB's Bill Dunkelberg.
