A $3 billion natural-gas pipeline stretching from Wyoming to Oregon has won approval from the Bureau of Land Management. The Federal Energy Regulatory Commission is expected to soon give a final go-ahead to the 675-mile El Paso Corp. pipeline. "It's just a matter of putting the documents together and sending them out for a signature. We're almost there," says one federal official. As many as 5,000 workers will soon begin work at seven locations.
