Officials in Houston County, Ga., are working with cities in the region to adopt an ordinance that would ban the chaining of animals in a yard, a practice that could prove fatal to pets. "Chains will get twisted up on grass, wires and everything on the ground, and it makes the leashes or chains shorter," which, in turn, could deny pets access to basic necessities in extreme heat, one animal control official said.
