Profitability made possible by economies of scale isn't what causes banks to grow into financial giants, according to the Bank for International Settlements. "Certain banks may have expanded, either domestically or internationally, with the aim of attaining a too-big-to-fail status," BIS said in a report. Implicit taxpayer backing might benefit individual banks "but impairs systemic stability," BIS said.
