NTT DoCoMo has said that it will create a mobile-application platform that will allow independent developers to write apps for the Japanese cell phone leader's "i-mode"-capable handsets. DoCoMo married mobile phones with Internet services in 1999 but never opened the platform to independent developers, citing quality concerns. The carrier pointed to the emergence of open-source operating systems as the catalyst for its reversal.
