The board of commissioners in Forsyth County, N.C., will offer Caterpillar $10.2 million in incentives to build a $426 million plant in the Winston-Salem area that will employ about 400. The state is working on incentives and tax breaks worth $75 million to land the factory, which would manufacture and test earth-moving and agricultural equipment. Officials want Caterpillar to meet certain requirements with capital investment and jobs or pay back the incentives.
