Officials in Green Bay, Wis., say improved screening and earlier intervention have helped schools reduce the number of students it refers for special education. The percentage of students in special education has declined -- from 20% in 2003-04 to 15% in 2009-10 -- during a time when the percentage fell by just one point statewide. "Schools began to find they could meet the needs in other ways," the district's special-education director said.
