TSA won't be able to achieve 100% cargo screening on commercial jetliners by August, according to an investigation by the Government Accountability Office. Though TSA currently inspects about 75% of cargo, shipments arriving from abroad are usually shrink-wrapped and exempt from screening, GAO found. Facing a statutory August deadline, the industry is asking TSA to create a backup plan in order to prevent cargo from backing up at airports.
