Education officials in Portland, Ore., are considering cuts to special education because of budget reductions that could amount to as much as $19 million. The district is expecting some federal funding to save its physical-education programs, but the special-education cuts -- including a reduction in the number of aides for students with special needs -- are still under consideration. One parent said, "The educational impact to my son, Daniel, would be pretty severe and I think, at the end of the day, they are there to learn. So to me, it's priorities."
