Two Senate panels approved bills that would bolster offshore-drilling policies, require oil companies to be better prepared to handle future spills and eliminate a cap on spill-related liabilities. The measures proceed to the full Senate, where they are likely to be combined into a wider bill. A number of House committees, meanwhile, talked about legislation that would address the Gulf spill, with votes expected in a few weeks.
