The Senate's failure to pass climate legislation has left many of America's clean-tech companies in an untenable position, experts say. Startups that aimed to help larger firms reduce their emissions have found themselves deprived of the market they'd planned for, forcing them to scale down or offshore their operations. "A lot of interesting American technologies might start to get sent overseas," one clean-energy venture capitalist says.
