Sen. James Webb, D-Va., on Tuesday introduced legislation requiring airlines to more clearly publicize fees that could increase the cost of air travel. Webb also wants to collect taxes on some of those fees, earmarked for improvements in the air traffic control system. According to FareCompare.com CEO Rick Seaney, adding taxes will only lead to increased airfares for consumers, "if the airlines were required to collect taxes on bag fees, who do you suppose would really be shelling out for these taxes? If you say "the passengers," go to the head of the class. We would be the ones to pay, not the airlines."
