Since the start of the Department of Homeland Infrastructure Security Compliance Division's enforcement of the Chemical Facilities Anti-Terrorism Standards and through June, the agency has classified 226 chemical plants in Tier 1, which carries the highest risk; 531 in Tier 2; 1,132 in Tier 3; and 2,221 in Tier 4, which carries the lowest risk, said Dennis Deziel, the division's acting director. Speaking to members of the National Association of Chemical Distributors in Austin, Texas, Deziel also said that the division has conducted 80 preliminary site inspections but plans to increase the frequency to 30 to 40 per month.
