The Federal Railroad Administration has said it will rework guidance to freight railroads to address rail executives' concerns. Earlier FRA guidance "could have imposed penalties on freight companies for failing to meet on-time performance standards for passenger traffic," writes Joe Ruff. And that could lead to freight traffic delays, move freight onto trucks and further clog highways, according to Bob Turner, Union Pacific's senior vice president of corporate relations. FRA Administrator Joe Szabo "accepted personal responsibility for our failure to seek stakeholder input" before releasing the prior guidance on grant funding, "and recognizes the legitimate concerns and fears it prompted among some in the rail community."
