New federal rules governing credit cards have the potential to boost gift-card sales. Beginning last Sunday, balances on gift cards must be good for at least five years from the time the last cash was loaded on to the card; if the card expires before the cash balance, the company must issue a new card at no cost. Additionally, the law bans dormancy, inactivity and service fees unless the card hasn't been used for 12 months.
