A legislative proposal to restrict the use of restraint and seclusion practices in U.S. schools is facing opposition from some school administrators over a plan to disallow the techniques from being included in students' Individualized Education Plans. Disability advocates who support the proposal say allowing restraint and seclusion to be part of an IEP serves to legitimize their use.
