A judge ruled Monday against the use of federal funds for studies that include embryonic stem cell research, which is being used to study disorders such as Down syndrome, Fragile X and childhood leukemia. The National Institutes of Health said it will halt its review of new stem-cell proposals, but researchers can continue to spend grant money that has already been disbursed. However, those projects may not be renewed. The Obama administration plans to appeal the ruling.
