William Reilly, co-chairman of the White House panel investigating the Gulf of Mexico spill, said the government's moratorium on deepwater drilling should end before its planned expiration Nov. 30. He noted the Bipartisan Policy Center's report, which concluded that sufficient safeguards are in place for renewed drilling. Reilly, meanwhile, urged the Senate to give his commission the ability to summon spill witnesses to hearings.
