The Environmental Protection Agency plans to lower the country's primary ozone standard from 75 parts per billion to 60 parts per billion, a move that would have a devastating impact on the economy, the American Petroleum Institute said. "We all know that EPA cannot consider economics in considering standards," said Howard Feldman, director of regulatory and scientific affairs at API. "But it cannot ignore them. There's a real cost and real significance to this."
