Some oil and natural gas projects will be more capable of meeting new policies after the federal government lifts its moratorium on deepwater drilling, said Doug Suttles, chief operating officer for exploration and production at BP. "What is clear is that certain equipment, certain wells, certain rigs will find it easier to meet those requirements more quickly than others," he said. "I would expect the net effect to be ... a phased restart."
