The Senate must pass the Small Business Jobs and Credit Act, which creates a $30 billion fund for community banks to lend to small businesses, argues Rep. Chris Van Hollen, D-Md. According to the Congressional Budget Office, such a fund will actually lower the deficit by $1 billion over 10 years, thanks to interest payments by participating banks, Van Hollen writes.
