Officials in Connecticut unveiled a program that provides cash incentives to municipalities and school systems to get rid of outdated lawn mowers, leaf blowers and chain saws that cause air pollution. The state will provide 80 cents on the dollar for the older models to be replaced with more environmentally friendly machines. The Department of Environmental Protection is using $500,000 the state won in a judgment against Ohio Edison in 2003.
