Leading stakeholders in the outcome of the Environmental Protection Agency's greenhouse-gas regulations, including the U.S. Chamber of Commerce and the National Association of Manufacturers, fear that court proceedings on EPA's proposed rules may be chaotic. The groups are asking a federal court to label the cases as "complex" litigation, so EPA's four proposals -- the endangerment finding, triggering rule, vehicle-emissions rule and "tailoring" rule -- will be considered together instead of piecemeal.
