Despite protests from pilots, a federal panel has approved a trash site just 2,206 feet from the end of Runway 31 at New York LaGuardia. At most large airports, such a facility would be within the airport's protected area and therefore barred, but a quirk in LaGuardia's navigation procedures means the trash site is allowed under FAA rules. Pilots, however, say large amounts of trash so close to the airport will attract birds and pose a danger to aircraft.
