Senior Democratic and Republican lawmakers are warming up to President Barack Obama's call for a pared-down approach to energy and climate reforms. The failure of Congress to pass a comprehensive climate-and-energy bill in the past two years highlights the need for a different approach next year, the lawmakers said. "If there's a way to do this in smaller pieces with bipartisan cooperation, which we'll definitely need, then I want to do it," said Senate Majority Whip Dick Durbin, D-Ill.
