Retailers are gearing up in the hopes that consumers will spend more on candy, costumes and home decor this Halloween. Chains are competing on price, including Target, whose costume collection starts at $12. While merchants got an earlier start this season, it's too soon to predict whether consumers will spend significantly, NRF says. "A lot can change between now and October," said NRF's Kathy Grannis. "We do know that customers are still very bargain hungry."
