Permitting oil companies to drill below Theodore Roosevelt National Park and other federal holdings could help resolve the country's dilemma with Social Security, said Rick Berg, a congressional candidate in North Dakota. "There's a huge opportunity right now to take those mineral assets that are on the federal government's balance sheet and shift them to Social Security," Berg added. North Dakota's resources could generate "billions of dollars" if drilling is allowed on federal land, he said.
