U.S. President Barack Obama plans to propose to Congress that a tax credit for companies' research and development be increased and made permanent, a White House official said. During its first 10 years, the credit would cost $100 million, to be paid by eliminating tax breaks for some multinational companies and energy firms. Obama is scheduled to present a series of proposals for accelerating job creation during a speech Wednesday in Cleveland.
