As the Obama administration pushes another $50 billion economic stimulus package, and Republicans do their best to block it, earlier stimulus funds are hard at work on the nation's highways and railroads. In the past 18 months, the Transportation Department has allocated $38.6 billion to more than 14,600 projects, and most are under way. Still, all the infrastructure projects haven't helped the construction industry in terms of jobs; construction unemployment still stands at 17.3%.
