Nearly half of voters polled disapprove of the health care reform law, while 37% said they approve, according to a CBS News/New York Times survey. The number who are either more or less likely to vote for a candidate based on the PPACA is equal at 28%, and 41% said candidates' vote on the law won't make much difference, the poll found.
