The $4.6 billion in federal stimulus dollars that Texas has spent during the recession has helped create or save some 47,704 jobs. Houston has garnered the bulk of stimulus funds with $1.69 billion in projects. "The recovery act stopped the bleeding," said Rep. Sheila Jackson Lee, D-Texas, of Houston. "Tell me what this calamity would have been like without the emergency help."
