Sen. Max Baucus, D-Mont., has said that he is not comfortable with the Environmental Protection Agency regulating greenhouse-gas emissions, but he stopped short of endorsing a proposal by Sen. Jay Rockefeller, D-W.Va., to delay federal regulations for two years. "He is looking at Senator Rockefeller's proposal and other options carefully," a spokeswoman for Baucus said. Rockefeller said that despite lack of interest from the House of Representatives and the threat of a veto from the White House, he still wants a Senate vote.
