The Western Energy Alliance and several oil and natural gas companies filed a lawsuit to force the Bureau of Land Management to issue 118 backlogged leases in Utah and Wyoming. According to the lawsuit, companies have spent more than $100 million for the unreleased leases and were never reimbursed. "Instead, the lease payments are held by the defendants in an unproductive capacity for months and years with no certainty as to when either the leases will be issued or the lease payments refunded," the lawsuit says.
