Flight attendants at Continental Airlines plan to ratify a new contract with their company before engaging in negotiations with their peers at United Airlines, a decision that could delay a joint labor agreement at the merged airline. The Association of Flight Attendants, which represents United workers, had urged Continental flight attendants to take part immediately in joint negotiations, before deciding upon union representation. But the International Association of Machinists, which represents the Continental group, rejected that approach.
