The Army Corps of Engineers intends to use the funds earmarked for flood-protection projects on the east bank of the Mississippi River in Louisiana for an interim project that would raise levees on the west bank of the river. But some local officials voiced concern about the proposed reprogramming. "Cost overruns in one project should not be paid for by raiding other much-needed flood-control projects in our region," said Republican U.S. Rep. Steve Scalise.
